Unfortunately I don't share the optimistic view. The greenies will hate it because it doesn't pollute, it doesn't emit CO2, and it doesn't emit harmful radiation.

Energy companies will hate it because it will eventually put them out of business.

Government will hate it because other than the initial sale, there is nothing to tax.

I doubt, based on the above, that there will be any subsidies by government.

Curiously, the EV and hybrid car manufacturers will love it because it solves the biggest problem for EVs, charging stations...not required.

Companies, particularly energy intensive companies, will love it because it will provide stable power and is easily upgraded if necessary.

Homeowners will love it because it provides stable power and costs less.

Now the bad news. The people who will hate it have powerful lobbies.

LENR will happen, but probably will be delayed by those who have much to lose by it being successful.

The good news. Countries like Japan, who have no non-nuclear energy resources, will want it as a matter of national policy and will advance the technology in their own self interest.
